In X3 the folder currency is stored in the GUCR global variable. Many a time it happens that this variable does not get initialized. You can initialize GCUR variable with folder currency by calling standard function through code.

There is standard function CHARGE_GCUR written under TRTX3 standard processing file, which initialize the GCUR currency global variable with folder currency.
