In other words if you are creating any picklist, this picklist you can use for your Account, Lead, Opportunity and custom object etc. A global picklist in salesforce is a restricted picklist by nature. Only a Salesforce admin can add to or modify its values. Only a Salesforce administrator can add to or modify its values.
