Business Units Configuration for AGD Customers in Singapore Taxation for E-Invoicing

Singapore’s nationwide e-invoicing framework, InvoiceNow (Peppol), has introduced additional compliance requirements for organizations transacting with Singapore Government Agencies. One such critical requirement is the correct configuration of AGD Business Units. These Business Units represent the respective ministries or statutory boards within the Singapore Government and are mandatory for accurate InvoiceNow processing under Singapore Taxation.

For organizations using Sage Intacct ERP with Singapore Localization, configuring Business Units correctly ensures that invoices sent to AGD customers are validated successfully and transmitted without rejections through the Peppol network.

In this blog series, we will see the implementation of Business Units for AGD Customers for Singapore Peppol-based e-invoicing with Sage Intacct via the InvoiceNow network.

When dealing with Singapore Government Agencies, InvoiceNow mandates that invoices include a valid AGD Business Unit. This Business Unit identifies the specific government ministry or department that the invoice is addressed to. Missing or incorrect Business Unit configuration is one of the most common reasons for invoice validation failures at the Access Point or IRAS level.

To simplify this requirement and eliminate manual errors, we have developed a dedicated Business Units configuration UI within the Sage Intacct InvoiceNow module. This setup ensures that AGD-specific details are centrally managed and consistently applied across all outgoing e-invoices.

Below is the screenshot for Business Units configuration:

As shown in the screenshot, the user must first configure the Business Units master within the Singapore InvoiceNow configuration module. Each Business Unit corresponds to a Singapore Government ministry or statutory board as defined by AGD.

Once the Business Unit is configured, it must be assigned at the Customer Master level for customers marked as AGD customers. In the Singapore E-Invoice Details tab of the Customer master:

  • PEPPOL E-Invoicing must be set to Yes
  • AGD Customer must be set to Yes
  • AGD Business Unit must be selected
  • Customer Peppol ID, Billing Specification, and Country must be maintained accurately

If a customer is marked as an AGD customer but no Business Unit is assigned, the system will prevent successful InvoiceNow transmission, ensuring compliance is enforced at the source.

Correct Business Unit configuration ensures that invoices addressed to Singapore Government entities are routed, validated, and processed accurately through the Peppol network and IRAS systems.
